Unlocking levels-when level two gets unlocked, all the other levels do too?

Hi, I'm having a problem with unlocking levels. I've tried doing it two different ways, but i had the same problem each time. When level two gets unlocked, all the other levels get unlocked. But when level three gets unlocked, the rest get locked again. I keep checking all the rules but I can't figure out the problem!

Make it a habit to post some screenshots of your rules if you want people to help you out, otherwise its almost impossible to know whats wrong.
Have you copied the level one actor and maybe forgot to change its self number or something?
