actor is drag and drop, but I can't drag past the limits of the camera screen.

I'm a bit new to this, but I've looked up so many tutorials and this seems to be a bit of a specific problem.
Basically my scene is 1200 x 1200. The way you would navigate this in theory would be to drag the character to different parts of the map.
My character is set up like so:
when touch is pressed
constrain character position x to mouse position x
constrain character position y to mouse position y
control camera.
pretty simple stuff
The problem with this is that "mouse position" seems to be based on where the mouse is in relation to the camera, and not in relation to the scene, which is completely backward. This means once I drag it past the camera limits, it snaps back into the corner of the map. I've looked through everything and I can't really see a way to change this. Is this a bug, or was a game like mine just not meant to be made with these tools?
