How can I create this touch rule...

Hi everyone! I'm having a hard time trying to figure out how i can create this rule: When I touch an actor that is colliding/overlapping multiple copies of that same actor, how do I get only one to follow my touch position and not multiple actors in the touch location. In other words, only one should follow my touch lol I don't know how to limit the amount of constrained actors to follow my touch to 1 only per touch...
