Collide not working with Windows version of Gamesalad

When I create a collide rule, (which works on the Mac version) on the Windows version, it does nothing when the two actors collide. Is this a known bug? I have two actors. Both on the stage. Actor 2's rule is COLLIDE (Bounce when colliding with Actor type Actor 2) This rule is assigned on the, not the instance of the actor on the stage. ALSO the accelerate towards being relative to Actor is not functioning at all.
