HELP - PRO account

Hello
I'm already 3 days trying to purchase a PRO account with no success. I have also contacted GS support but they told me to contact PayPal which I think is not the problem because >>>
First I tried to pay with a debit card (multiple times) - always declined.
Then I tried to pay via PayPal with the debit card (multiple times) - always error.
But the card can't be a problem because I paid with it my Apple Developer license and had no issue.
The card is also verified by PayPal.
So I don't know what to do now.
Maybe UltimatePay is having some issue?
Maybe because I'm outside US? (Europe)
If anybody has experienced this or similar issue please share your info with me.

Have you tried calling the number from the error message you posted? It's 1-888-221-1161. PayPal actually instructed you to call them, so I think the problem might exist at their end.
Only a debit card. No PayPal. So PayPal isn't the problem and I went through the PayPal verification process. They took some 1.50 Euro and then they send you some code that you put in and then they return back the 1.50 Euro. So why they can take money and UltimatePay can't?
But as I said I tried to pay with a debit card and UltimatePay declined it too.
Is there a difference if you are logged in UltimatePay or you don't have to be logged in?
