HELP - PRO account

Hello

I'm already 3 days trying to purchase a PRO account with no success. I have also contacted GS support but they told me to contact PayPal which I think is not the problem because >>>

First I tried to pay with a debit card (multiple times) - always declined.

Then I tried to pay via PayPal with the debit card (multiple times) - always error.

But the card can't be a problem because I paid with it my Apple Developer license and had no issue.
The card is also verified by PayPal.

So I don't know what to do now.

Maybe UltimatePay is having some issue?
Maybe because I'm outside US? (Europe)

If anybody has experienced this or similar issue please share your info with me.
