Sea Anemone Graphic Needed

Hello everyone,
I'm currently looking for someone would could create an animated sea anemone graphic in the following design:

With a graphical style similar to this:

As for the animation, I would just like for the top of the plant to gently sway as if it's underwater. The dimensions I need are 104x104px. Also, if possible, I would like a separate image for the stem so I can make plants of different heights. If you're able to help me out, I would really appreciate it and credit would be given.
If needed, I could pay. Money is a bit tight, but I'm sure we could work something out. My email is shadow382@fullsail.edu .
