The actor moving follow background images

I drag a actor into background, but when background is moving, the actor has never stand a place. It's moving.

Can you have an idea ?

    If you want an actor to stay in one location even when the camera is moving, put it on a separate layer and uncheck "Scrollable" for that layer.
