Game Center Doesn't Post Score (Ad Hoc) Issue

Hello Everyone.
My game is very close to completion and is dependent on Leaderboards. But I can't get Game Center to post scores. I occasionally get to the game center page of my game with the Facebook like button. but no scores are posted. I tried posting from 2 different accounts, nothing happened. When i log in to Game Center in my game, it first tells me it it can't connect to game center server, so i press cancel, and then sandbox mode pops down. Is this normal??

Nevertheless, I still can't see any scores. My post score button is functional. All my bundle ids are matching. Leaderboard IDs as well. Provisioning profile is correct. I read it takes apple a while sometimes to update scores, its been around 18 hrs. I don't think thats the case.

I have tried everything. I am in urgent need of help. I paid for a service that is not being fulfilled.
