Rate for a rate…..legal?

Are we allowed to do a transfer of services (if you will), and rate someones app for a rate in return…?
I am talking rates not typed reviews. It would be cool if we all could help each others games in the app store. I download and rate yours you download and rate mine kinda thing. Each person could get a:
Change attribute game.download to game.download + 1
- and
- Change attribute game.rate to game.rate + 1
Just read an article about how the rating system plays a part in the position on the charts. Not just downloads.

I'm not sure if it's against Apple's terms and conditions or not, but it is 'legal'.
Even if it were against Apple's terms and conditions it still wouldn't be illegal - when Apple (or any other corporation) sets out their terms of use, terms and conditions or terms of service (basically any codified set of rules) they are not making law, they have no more ability to make law than you or I have, so a breach of their rules has nothing to do with the law.
