There is no way. You could try to use a virtual machine or Mac In Cloud, but it is IMPOSSIBLE to publish without using a computer running Mac software.
@bjandthekatz I bought the 99 dollar thingy and I have mac in cloud. But I can't get it to view idk why! I did the tshirtbooth thingy. Idk the mac in cloud people said i need to use testflightapp.com I did that and still no luck. Can you help out? thanks

Are you trying to view the app on the viewer or publish it? I dont think you can use the viewer because your not connected to the same network a the Mac.

You need a Mac to sign an application, which is required to upload it to apple. You will also need the Apple Developer Account, which is $99 a year.
