Is it out of the terms and conditions to make your app users to download an advertised app?

Hey everybody, I am big into downloading new apps and trying them out. The other day I had an app on my iPhone that would not let me continue using the app without downloading there advertised game. This can not be legal, am I right?! If this was within the terms and conditions I assume that everyone would be doing this.

I'd probably instant delete it rather than be 'forced' to click an ad...

I don't know if it's against terms or not but I would never do this.
