Only one side of an actor constrained to another actor

Thinking like a cone. I want the large end to be stationary, and the lines that point to the small end to always point to a moving actor.

Sort of like a flashlight beam, but the flashlight stays stationary. The user will move the flashlight (focus point) around, and the beam will follow.

Is there any way this can be done? (Trying to explain it the best way I can, I apologize if it's not too clear).

    None ! :) although you could have used sin / cos in determining the angle, damn, must be losing my edge.

    This looks a TON like what I'm looking to do! I'll have to flip it around, where the small end follows a point/actor.

    @Socks‌ ... No. I should be the one getting a badge for awarding you all of these badges. The badge factory is running like crazy. I've got men up night and day trying to keep up.

    Just think, I am keeping those men employed, keeping them in work, I deserve a badge for that too.
