In my experience it takes about as long as initial submission: about 7-10 business days. Yes, I believe you can choose an availability date for the update.
Around three days lately but that can change. I always set my updates to pending developer release that way I can get promo codes out to some friends for some more play testing prior to release.

for me publishing a game and updating has as usuall taken 2-3 days! last time I published it took 2 days!
If a game is very detailed, it may take more time to review?
