Don't understand what's going on here. Need help

Okay so my app involves pressing and holding a ball and then flinging it to a spot. Im trying to prevent people from just "dragging" it across the screen to that spot. So this is what I have set up,

I don't know what's wrong here.... When I click the green arrow at the top to test it out, it still lets me let go of the ball and then press it AGAIN, but sometimes when i press it and just let it drop on the platform it rests on, it wont let me press it again..

Can someone tell me what I'm doing wrong here? I tried using a boolean as well but I still have the same issue.
