How to make an actor do something after a time limit

in Working with GS (Mac)

Hey guys ,
i need help in making like this power up where the player can use it after like 7 sec . I need help in making it like when u press the button , it will recharge and will be able to be used again . Pls help

    I'm sorry but i have alr tried searching before hand but all i found was some recharging energy bar . Pls help me .
