ios provisioning portal problem?

Hello! I bought the Mac in cloud because I'm a windows user and I played my $99 + tax for the development thing a couple of hours ago. I can't find the "ios provisioning portal" that tshirtbooth keeps talking about. (I'm trying to view it on my iPod 4 gen.) Help please .

You need to access it through a web browser and you can access it from your PC.

@The_Gamesalad_Guru do you know if a delevoper can test apps? Cause I have"0" testers on my thing and I don't know how to add my self as a tester
