How can i make a game work without being in it?

Hey,
I want to know how to create a game that will keep playing even it not working like clash of clans,
That the game is still make the building process even if the game is not on...

    I THINK That what you would have to do is set up certain rules that say: after x amount of device time has passed: trigger event.

    Do you have any template i can use?
    I am really not good on understanding things like that...
