Chartboost only shows up with wifi?

My new game is going to be released next thursday. Some people around the globe are testing my app, and they say that ads only show up when they are on wifi. I had the same issue but I thought it was because i live in a small country called the netherlands. Does anyone know if you can make it work over cellular? because my game is ment to be played in a bus or whatever it may be.
