help with this template

Hey everyone i have this template https://www.mediafire.com/?ztncvvh4lqhchyo , the problem im facing is i only want the actor to be able to move with a half of a inch of the starting point, and want it to have a minimal speed when fired, that way it doesnt stay in the screen, when the new actor with the same rules spawns for the next shot, otherwise my first actor comes back to the starting point when im trying to shoot the second actor.
