Help with tax info

Sorry to ask some silly questions.

I am curious who can choose 'I am NOT subject to US tax regulations'. people outside US?
I am a foreigner and I live and study in US, so can I check 'I am NOT subject to US tax regulations' ?

Also about US taxpayer ID, I only have SSN, are they the same? If not, how can I get a US taxpayer ID?
