App Rejected because it keeps crashing

Hi, I submitted a app and got a message back saying:
'App Name' cannot be posted to the App Store because it is crashing on launch on iPhone 3G running iPhone OS 3.1.3.
I uploaded it for 3.0 , do I have to use 3.1.3 then now? All my other apps was ok before.
