actor rotating out of control (frustrated: ( )

Hi,
I have a proximity actor and a gun actor.
When the player touches the proximity actor, the gun turns to true and shoots at the player.
In the gun actor I have, when attribute is true, every. 03 seconds spawn bullet, and rotate to the players position. This works great, except when I go back into the rules to change something in the spawn behavior or change the time, the gun will still shoot, but then will rotate 360 degrees and keep rotating that way.
I've tried a hundred ways to fix the problem and nothing works.
any advice would be great, thanks!

@frank067, thanks for the comment, but my problem is that my actor moves fine, but if I go and change a certain rule, it bugs out. I don't know why.
I just turned the angular drag to 20 and this worked. Thanks:)
