Id double check because Xcode 6 needs a min of 10.9.3 so if doesnt all ready force you to have xcode 6 to publish, then it will do most likely in the near future.

From Apple's site, unless they need to update you can use older version.

To develop iOS apps, you need:

A Mac computer running OS X 10.8 (Mountain Lion) or later
    Xcode
    iOS SDK
Xcode is Apple’s integrated development environment (IDE). Xcode includes a source editor, a graphical user interface editor, and many other features. The iOS SDK extends the Xcode toolset to include the tools, compilers, and frameworks you need specifically for iOS development.

You can download the latest version of Xcode for free from the App Store on your Mac. (You need OS X version 10.8 to download Xcode. If you have an earlier version of OS X, you need to upgrade.) The iOS SDK is included with Xcode.

these are the current system requirements for Gamesalad. They may change at any time.

    Mac:

Mac OSX Lion or Later. Xcode 4.6 with Command Line Tools and iOS Support. Android SDK for Android support.

Core 2 Duo or Later CPU required. Minimum of 2GB of RAM recommended.

I think what everyone is trying to say is yes currently you can. But you are on the border of min requirements so for how long, who knows.

If you already have it, just upload and sign. You will soon know if it works or not.

10.8.5 is currently supported so if all your other spec matches you will be fine.

But you don't need pro to see if your hardware will publish. Simply upload it to the GS server in the publishing portal and sign the app. You don't need to send it to Apple.
