Is there any way to set up a rate me thingy? So that when players rate and comment on your game they unlock something.
Like a new character or they are rewarded coins or such...

You can have a pop up and ask the player to rate the game, but there is no way to tell if they actually did or not. What you can do is have it pop up, then detect if they pressed yes. If they did, you reward them in hopes that they actually did review.

I did a "rate my game" pop up in one of my games which rewarded them with extra levels.
It generated about 300ish reviews.
Apple later ask me to remove the "reward" for rates, since its not allowed to offer content for reviews.
So! you are now left with two options.
Do a regular pop up which you trigger every 5ish time the user starts the app
or implement GameCenter which has a direct rate function with every highscore post.
Umm...There is an app called All Gas!-No Brakes allowed. They have 1203 reviews.
They let you unlock characters if you 5 star them and give a review? Every time you choose a locked character a screen pops up saying give us 5 stars to unlock all characters. ...
yep thats no legal anymore - i did the same thing - Apple took my app offline until i submitted an update where it was removed
Hmm...So All Gas gets away with it.
The Guidelines do say:
3.10
Developers who attempt to manipulate or cheat the user reviews or chart ranking in the App Store with fake or paid reviews, or any other inappropriate methods will be removed from the iOS Developer Program
Now what if I did this.
Lets say I have a character in my app and if you want to unlock him you click the guy. Then a window pops up saying as follows: Consider reviewing us and we will show our appreciation by unlocking this character:
Now if they click yes it will take them to the app download screen where If they want they can rate or review the app. But if they don't review they still unlock the character.
If they click No it stays in the game and the character does not unlock.
So technically I am not forcing them to review the app. They get the character for just considering it by clicking yes..
Basically like what I have here. I'm not selling the reviews. Just asking players to consider reviewing it.
Its in the characters...Click the Unlock button: You Unlock the guy 1+ seconds after you click yes...You do not have to review it...

So I am guessing as long as you do not tell them to rate your game it will get published.
My app update for Extreme Flappy has a Consider Review to unlock a character and it was just published.
Check out how I did the review thing here: https://itunes.apple.com/us/app/extreme-flappy/id907231800?mt=8
Ok, what if you give the same reward no matter what they rate?
They do not even have to rate it inorder to get the reward...A screen pops up on an locked character saying Consider Rating Us. All they have to do is click yes and it takes them to the app store where my app is. If they want to leave a review they can but if they do not they still unlock the prize.
Consider just making better games instead of trying to farm/mill ratings?
woo buddy...The games I make are not bad at all...Good graphics, decent gameplay...If you have any suggestions on how to improve them I am all ears...I like to make my apps user oriented.
