Is it possible to "palette swap"?

I'm working on a 2.5D Out Run style game for Sega Mega Drive (the past is my future, lol) and I was thinking I might make a demo/template in GS for people to have a play with too.

I've pretty much worked out how to do the road and corners etc but for the forward movement, since you can't do texture scrolling in GS, I was wondering if it's possible to palette swap, or change the colours of an actor on the fly? Even if I just darkened it... what I'm trying to do is simulate the light/dark lines you get on the road with those older games.

Sorry, I'd investigate myself but I don't have GS installed on my Mac at the mo and figured someone with more experience would know anyway.

If it's not possible, I'm sure I'll be able to handle it another way, just might take a bit to work out but I'd like to give it a go in GS too.

Cheers :)

EDIT: to make it a bit clearer as to what I mean, here's a very early version of the system I built. I want to be able to change the road's colour in segments, simply make them darker, as you can see here. Ignore the white bits of the rumble strips, as it'd have to be red, just darker.

Just change the green, red and blue colour value of the actor to a value closer to 0 and that will have the effect of darkening the actor. Unless I'm misunderstanding and oversimplifying your problem :D
