Rotating on a moving actor

hey you all... I'm trying to rotate an actor within a moving actor... But here's where it gets difficult... The actor can move on the x axis with buttons and there is a laser actor that you can move as well using an analog but is confined to an anchor point on the moving actor (the laser is only spawned if you're touching the analog)... I know I'm horrible at explaining these things lol so I drew a handy picture to go along!

    . . . . but seriously, there are a bunch of tutorials on making analog controllers, as well a a few templates floating around, I've never made one myself, I'm strictly a one tap Flappy Bird kinda' guy, if you can't play the game by hitting your forehead against the screen I'm not interested.
