Actor Controlling Camera makes the controls move off the screen

I have an actor that controls the camera and moves around with a joystick that I made, but when the camera moves, the joystick goes off the screen. I know why it does this, but need a solution. Thanks!

put the buttons on their own layer and click unscrollable
