Apple Promo: File could not be loaded.

I have made my promo videos. Every one except 5.5 inch will load.
I have made the movie in final cut pro to the correct size, frame rate, audio etc.
As the file is quite large, I have converted it to a mp4 in handbrake. Tried in quickime 7 but it made it very poor quality.
When I load I get the message:
"Your file could not be loaded. Try again "
Any suggestions would be appreciated.

Pay close attention to the row that is for H.264
Is your target bit rate bit rate between 10-12 MPS?
Also did you record game play using Quicktime on OSX Yosemite ? Use Quicktime Version 10.4.

I made the file recording from the screen with a screen capture program as large as I could. I looked at the settings for Final cut and I didn't have it set to H264. I can't find anywhere in Final cut to set bitrate. These settings make it a large file over 20mg. I made the mov file smaller in handbrake, set the settings for the Bit rate there. Still not loading. Could it be an issue with internet?

Have recorded in quicktime original film. Placed into Final Cut.
Have the settings H.264 30 fps Audio at 256 kbps AAC with 44.1 kHz Portrait in relevant size. File is less than 30 seconds.
Even put it in imovie to render with promo settings.
Don't know what else to do.

Is the device that you are using running iOS 8? How many MB is the video? If it is under 500 it's ok. Also is the audio in Stereo? Check the native resolution. Try making it for the 6 Series of iPhones. Look at the the chart under APP Preview Resolutions in the attachment. Also here is a link to Apples Video Preview Guideline section.

In my experience your video will not upload unless it meets all of the requirements. Double check your render settings. I had a similar problem to you. However after carefully reviewing the guideline sheet my video uploaded.

I sent the video and this was there response. It appears it is my wifi issue.
Thanks for sending the video. I checked it and the only specification that was off was the bit rate, which was at 1.21, and the target is 10-12. This did not prevent me from uploading it to my test account, so it should work for you as well.
One thing I noticed was that your app was just approved by App Review. It went Ready for Sale today. You are only able to upload an app preview video while your app is in an editable state. If your app was being reviewed, the system will not allow updates.

You also need to make sure you are using the Safari web browser when you upload it (I tried in Firefox and it did not work). Also, you will want to make sure you are dragging it to the appropriate screen size section, the video you sent me should go to the 4-inch preview.
If you are still unable to upload it, it could be your internet connection. You might try using a wired connection temporarily if you can.

I have read elsewhere this is a time out issue when your upload speed is not fast enough.
