letter frequency in word game

I'm experimenting with a word search game and having some trouble with how often certain letters appear on the grid.

I have a table with each letter on its own row. The row is picked randomly by the "letter actor".
At first I had only 26 rows, one for each letter. That was horrible.
Now i've added to 81 rows in total, so that the letters that are used more often appear in multiple rows of the table.
It's MUCH better, but the letter frequency is still way off.

Does anyone have any tips or advice on how to set this right? Witch letters are the most / least used in english etc?
