OS Version Mismatch Publishing

Hello,

So I am updating a app that had a previous minimum OS version of 5.1 and want to increase it to 7.0 so I updated the app and in the publishing menu changed the minimum version to 7.0 and submitted the app to Apple. However I got a invalid binary from Apple stating a minimum OS version mismatch.

"The minimum OS version (LC_Version_min_iphones) in the binary (5.1) for architecture (arm7) differs from the minimum OS version (7.0) in the info.plist. Once these issues have been corrected you can then redeliver the corrected binary."

Is this a bug???? Or can we not update from 5.1 min os to 7.0 with a update to an app. Is there something else I should be doing?
