Is there a way to parent one actor to another and set the offset?

Currently we don't have that yet, but it will be something we want to have in the tool.
For now, you can try using something described in the wiki how-to's:

Thanks CM, that would really be great for building up Boss Monsters, along with being able to re-position the center of rotation without adding any extra "blank space". No matter how well compression works more image area =larger file sizes!
