Spawn behind sometimes works

I've got Actor A constrained to Actor B. I want Actor A to always be behind Actor A, but sometimes it will, sometimes it won't. When Actor B spawns, Actor A should spawn behind it but on some they will, some not. I have more than one Actor A's on screen. Lastly neither are on the stage.

Can anyone see a problem here? Thanks :)
