How do you properly render a Game Over?

What I'm asking is, say the rule of the game is when one actor touch another actor when it's not supposed to be, it's Game Over. Now, would it be enough to have the scene change or is there a kill process to the game to officially go Game Over?

    "Game Over" is not an app state. It's just a way of thinking of the progress of gameplay. A scene change is fine, as is pausing the scene and/or displaying a game over image/actors, etc.
