When actor is touched rotate then snap to grid?

I'm trying to find a tutorial on rotating a actor by touching ( tangram style game) what is the best way to complete this task?

    I find it easiest drag the actor when the the user clicks close to the center of the actor. But if the user clicks near the edges of the actor, then rotate the actor as the user moves the mouse around.
