What's the meaning of "stops on destination" in Rotate to angle behaviour

It seems that it means that once the actor has pointed to the target, it would stop turning, even if the target change the position.
But I tested it.
If I check the box of "stop on destination", the actor will turn round following the target, even if it has pointed to the target.
But if I uncheck the box, once the actor has pointed to the target, it will stop turning,even if the target has changed position.

So I get confused.

Thats odd.... I get just the opposite.
When I hit "stops on destination," it really does stop once its reached the destination angle.
