"Send to front" issue with layers

Hi guys.
I've just finished putting my touch controls into my game, but no matter what I do I cant get them to come to the front so they don't hide behind other actors.
I am told in order to get the controls to stay put when my actor makes the screen scroll, I have to put the controls on a separate layer and untick 'scrollable', which I've done and named "Touch control layer" but now "Send to front" simply doesn't work.
Any ideas on how I can get around this?

    The actors that are in the non-scrollable layer need to be placed on the lower left side of your scene.

    The actor you are trying to 'send to front' is on a separate layer than it beneath the layer you want this actor to be in-front of, 'send to front' only orders actors within their separate. layers, it doesn't move actors from one layer to another. You need to move the whole layer upwards.

    Thanks @Socks, do I do that by simply dragging the layer up to the top of the layer list?
