Background is re-positioned when on unscrollable layer

Hey guys! I found my problem :) .. can anyone know how to fix this?

    Basically the universal build isnt doing its job.. any other way?

    Hi just saw your question. Under the background actor's attributes, then physics, Is moveable checked? Otherwise uncheck it.
