I want to publish a game for android mobile devices but I cant afford the $299 price at the moment. I was just wondering if I have to pay the full $299 price at checkout or can I make monthly payments? Thank you.

Also, is a nook an android device?
All I have is a nook and a Windows phone. I want to make a mobile game but I heard I cant do that on windows phones yet correct?
