scrolling background with a long scene

I am having a problem with creating a scrolling background on a long scene.
I have some clouds on a transparent background that I want to keep moving from right to left.
The problem I have found is that wrap seems to only apply to the display size not the scene.
I have tried the recycle method with 2 backgrounds as demonstrated by Jamie Cross, but can't seem to get it to work in the scene. I think it should work but can't seem to get the settings correct. If anyone could point me in the right direction it would be much appreciated. Cheers
