I have been using Inkscape for artwork.
Currently, doing vector drawings and they look like a 4 year old drew them.
GIMP, Adobe Photoshop, or stay with inkscape?

Cosmigo proMotion http://www.cosmigo.com/promotion/index.php is the best software for creating pixel art.
Its the most widely used pixel art software in the games industry, and is used by companies like Gameloft and EA. It gets high praise, and is recommended on the pixel art forums such as Way of the Pixel and Pixeljoint.
Its PC only, and costs just under $80, but if your serious about making pixel graphics then its well worth the investment.
As others have said though, the software isn't going to really make much difference unless your either already good at art, or willing to put in the time to become good at it...
Wow, looks good. Unfortunately, I got a mac. Art is the most limiting thing for me right now.
Pixeljoint has tutorials and WayofthePixels(Pixelation) has a good page listing recommended pixel art tools and links to tutorials on various other sites... both also have good job forums where you can look for pixel artists.
They're the top sites for pixel artists...

If you have Photoshop, you can already carry out great pixel art and scale it up for all kinds of great retro wackiness.
While I find some of these pixel art engines/dedicated apps to be 'neat' they tend to have a lot of short comings. If you know Photoshop well enough, you'll have enough and then some.
