Resolution independence, Letterbox/Overscan/Stretch, multiple devices - back-to-basics question

Please forgive me, but I'm a little on the slow side today.
On the GS Home tab, you can select what device to build for and can check on the Resolution Independence box.
On the GS Scene screen, you can select zoom percentage, how your project will look on x device and orientation, and, letterbox/overscan/stretch mode.
I started a project in iPad landscape size, then looked at it on the iPhone 6 landscape preview with overscan. On the iPad I had a top and bottom "buffer" area not to put anything important in case ads were displayed on those regions, but those regions do not appear in iPhone 6 landscape preview - overscan.
If I were to publish this app, with overscan selected, would that be how it actually looks on the iPhone (cropped, that is)? If that is the case, is this tied into the famous "universal build" some people here work with?
Finally, is it my imagination or misunderstanding, or did I read somewhere Apple does not like letterboxed apps?

You can try this camera trick from BBENK that is pretty handy
The overscan display will look 'as is' on the device target.
