iOS Universal Build- Game Center works on iPad, but on iPhone not recognized.

iOS Universal Build/Test Flight

It works perfectly on the iPad, but when you test the Game Center on the iPhone 5 you get:
"This application is not recognized by Game Center."

    OK... I fixed it. Sandbox mode was off in "settings."
