I was just wondering if it was possible to create an app on game salad where you can call someone inside an application (created using game salad) and from there you can play background noise or music that is built inside the application, and the person on the other end of the call was able to hear the same noise.

No, not possible. And like a recent question regarding sending SMS, it's a feature I can see as being very very annoying
