Changing X Axis

My players arm is constrained to my players body, so where ever my character moves, the arm moves. Also, whenever the screen is touched, the arm rotates to that angle, but not in the right way. The X axis is in the center of the arm so you can see how it looks messed up rotating on the body. I need to know how to change the X axis on the arm, thank you for your help if you provide some.

Make the arm twice as long as it needs to be - and make one half invisible.
