Level Builder for Users?

Hi guys! I'm new to GS and I've already started developing my app. I was wondering if it is possible to create a custom level builder for the app users to make levels themselves. They won't be publicly shared, they will just be for the user to have on their device. I've searched through a few threads but I couldn't find the answer I was looking for. Is there any way to do this and if so how? Thank you!

The link @tiger27 posted is for something slightly different, but check it out anyway as it is a great tool regardless.
But to the question of can a player create their own levels within a game, depending on the type of game it is perfectly possible to create a game where the player can create (and save) their own level designs, for example if it were some kind of track/course where the player had to race around and avoid obstacles, you could have a scene (let's call it the custom level editor) where the player is able to drag various elements out of a palette and place them where they want them, a few walls here, a bomb or two there, an enemy hiding behind a corner, a laser beam that switches on and off across a crossing, and all the usual options like - again just an example - how fast the laser beam switches on and off, how fast the enemies are and so on . . . and you can have a little save button and a play button, or maybe the level gets put into a list/menu that the player can then select from . . . etc etc . . . this is all perfectly doable, but like I say the exact details of how you'd go about it would depend on your particular game idea.
Use tables to build scene grid. So every table cell will a block of a level.

How you go about this is really going to depend on what type of levels you're using. Can you post a screen shot of a level?
