Do I have to have a published game in Amazon to use their leaderboard?

Just need to use Amazon for their leaderboard on my games from Google Play, so do I need an active app in theirs?

    No. You can just set up a dummy app on the dashboard so that you can them set up game circle. You do not need to publish an app to the Amazon store, just publish the leaderboard.
