Spinner (Trivia Crack Spinning Actor)

Anyone know how to make a simple Trivia Crack Spinner? I am trying to build an app with a spinner built into the game, but I have tried several things to get the Actor to spin and stop correctly... Still having issues. I was wondering if anyone has built or knows how to build a simple spinner?
