Itunes connect. Cant add or delete apps.

One of those groaning about apple days. I would like to add an app to my iTunes connect but no luck. In my apps I click on the "+" and it won't allow me to add an app. A drop down menu appears with "group" but thats it. I have added many apps before with no issues. I have not changed any roles in users or any settings....... Is there a limit of apps that one can have in iTunes connect. I have 20. 12 are in store and 8 are in various states....
Can't delete an app either.......I think thats been discussed here a few times already......

Have you have created an app ID and provisioning profile for this new app?
Sure.
But it shouldn't matter. Usually I click the + on the page "my apps" and it goes to a page where you can add
name of app
identifier
language
I think SKU
can't remember all the questions.....
I had a couple apps pass review and do into the app store........ Now I can add an app. There must be a limit of how many "prepare for submission" apps you can have....

Itunes connect is down right now, so they might have some sort of promblem with it.

From here (germany) iTunes connect is complete out of order. Only the member center is working.
