Adding unlock full game IAP

When you want to add "unlock new levels" IAP then do you make a full game and restrict access to the locked content until it's purchased? I mean that the player downloads the full game (full game size), but doesn't see all of the content? I can't imagine it being any other way but can someone explain this. Thank you.

    Hello.

    I think the best and most used solution is to let the player download the whole game for free with limited excess until paid.
