My game is built on the iPhone 6 landscape. Do I need to set an actor in my scene for universal builds or should I be set just using the "overscan" feature when I go to publish?

Overscan is ok. But sometimes the game can look stretched. It will work but there's no harm in adding that extra bit of polish doing this trick

if you search there is lots on the topic of universal builds. I usually build in iPad and use stretch. It will distort a little. Overscan will work but will cut off the bottom on some devices......Someone can correct me if Im wrong.
